Shout Out! believes that children and young people unable to instruct are entitled to Advocacy and to exclude them within the provision would be discriminatory: Disabled children and young people, no matter how profound their needs, should have the same rights to involvement and to protection as all children and young people. - Off the Record was commissioned by the Children and Young People's Strategic Partnership to develop a Total Communication Strategy for children and young people across B&NES.
